can a 17 year old boy get married to a 18 year old girl?

In order to get married in California, a person under 18 must first get a court order from a judge.

The minor's parents or guardian must consent, and the judge is required to order both prospective spouses to go through marital counseling.

See California Family Code sections 300-304.

Frankly, it's probably easier to wait until he turns 18, unless there is some compelling reason to get married sooner, like a baby on the way.
