Employer Fraud

I was told by my supervisor to ''Sell Off'' my Vacation and Sick hours to meet the months payroll budget. Is this legal?

What does he mean by "sell off." Does it mean "waive" them? Or does it mean that the company will buy them? Anyway, does the company have an employment manual that addresses vacation and sick leave?
