Legal Question in Consumer Law in California
i sent a package to another country and was not informed that there may be taxes and duties due upon delivery by the sales agent. The package was returned to me since I did not want to pay the additional costs. I am asking the carrier for a refund of my shipping costs but they refuse to refund me my money. Are they required to inform the customer that there may be a possibility of export taxes due? if so can i take them to small claims court?

No, they are not required to inform you that there could be taxes or duties. It was your responsibility to determine that in advance. They don't owe you a refund.
