Problem with eBay transactionq

Thank you in advance for helping me. I am currently having an issue with a seller on eBay. I purchased a security camera system from him on Wednesday, but he has yet to ship the item. My credit card has been charged, so I have upheld my part of the agreement.

He initially attempted to end the sale on eBay which I declined to allow him. He has stated that he cannot send to an unverified address.

I have explained to him that as I am currently going through immigration, I cannot verify my address using PayPal's only option of adding a credit card with my US address to the account. As I do not have a social security number as yet, I cannot open a bank account, so therefore I need to use my credit card from Ireland to make any internet purchases.

I am annoyed that he is withholding my product, and wish to know what I have to do to file against him to compel the seller to send the item I have paid for.

The seller is based in California, and I am based in MA

Although your story may be true, given the high incidence of credit card fraud and scammers who tell long shaggy-dog stories similar to yours, I wouldn't believe it either.
