What to do if you purchase a vehicle with bill of sale and the seller never produces a title?

Don't accept or pay for the vehicle.

If you have already accepted and/or paid for the vehicle go to the California DMV and talk to one of the investigators. They can tell you additional steps to take.
I have represented several clients in quiet title actions under similar circumstances - not always with poitive results.
