What happens if I did not pay my court dues but, I finished my community service?

You need to please provide more details, and you should probably post this in the Criminal section, as I assume that you are referring to a criminal matter. My best guess, based upon the small amount of information you have provided, is that the criminal matter is not fully resolved until you pay your Court fees, and you could be subject to a warrant and/or revocation of whatever plea agreement you reached. Contact a criminal attorney as this is not my area of practice, and what is going to happen is going to be largely a matter of criminal law, not collections.
