Legal Question in Criminal Law in California

i was charged with posession in 2006 in tulare county and since then i have been to state prison for felony probation violation in kern county and it never showed up and before that in 2008 i was doing a year and a year drug program and while in kern county jail they said tulare had a hold on me and they had five days to come and get me they never did i was relesed with a cite and relese to appear in tulare court witch i did.when i went to court i looked for my name on the court docet it was not i went to the court clerk and they said there was no record of me ever even being arrested they stamped the paper that i had from the drug program i was already in a program of a year and a year and then after violating that program 5 months later i was sentenced to state prison where i was also in sapp and folsom transitional treatment facility witch i completed and now three more years later they took me in now twice on a warrant for not sighning up for pc 1000 so now what can i do to not have to do pc 1000 in tulare county.chad scrivner [email protected]
