Legal Question in DUI Law in California

Is the California DMV law regarding 2nd time DUI convictions specific to 2 convictions in CA, or 2 convictions any where in the US?

The DMV can look at any conviction from any state, BUT not all other convictions may be ussed. An out of state conviction can be legally challenged if it does not have similar rules as California.
