Legal Question in DUI Law in California
If I plead no contest is that the same as a conviction? This was for a felony DUI 24 years ago.

First off, no contest leads to a Judge finding you guilty, so it is a conviction.
Secondly, unless there are some VERY unusual circumstances, a felony from 24 years ago can not now be prosecued. You should seek an attorney.
