Legal Question in Elder Law in California

My boyfriends sister has power of attorney over their fathers medical and estate, but she has failed to take him too appointments and to take care of him in general, my boyfriend and I are the ones who are doing everything. She also has blown his money on stuff for herself, and not on the things their father really needs(i.e.a lift to get him out of bed). She is currently looking into getting another car for herself using his money. A.P.S. has been called but anytime they come over to speak to their father his sister sits right next to him and coaches him on what to say. Is there anything we can do? I am very concerned about his fathers well being as long as she has power of attorney.

Petition the Probate Court for Conservatorship or Guardianship over him, for his own good. Part of the Petition will be a request for court order recovering all his property and money.
