Legal Question in Family Law in California

I have a 5 year old daughter and both her and I live in California, her dad lives in TN. He has not paid Child Support but maybe a couple times. Last time i checked with the child support office here he owed about $25,000. The child support place here in California will not doing anything because he is not reporting money and they can't collect it. The thing is he has a twin brother and he has before used his twin brother S.S card and I.D to get jobs. I know this because he has done it many times before when we were together We lived in Michigan with him working under his brothers information, his brother lived in TN. He is currently in jail right now as i was told, and is living with his girlfriend and he is either working under his uncles company and being paid under the table or under his brothers information. My question is what if anything can i do to get him to pay the child Support he owes me and what are the laws about child Support in TN?

SInce it seems California is not able to help, I would try to contact Tennessee Dept of Human Services. Here is an address for a fact sheet from them:

which contains a phone number as well as some information. Since he lives in that state, maybe they would have better luck finding out information on him. They would likely know if he were incarcerated, and they can put the heat on him to pay his child support. Just be ready to scan or fax your court order to them (you can snail mail too). I am not sure what exactly TN does, but many states will pull their license, and other nasty inconveniences to put the heat on him. Good luck.
