Is it possible to adopt an adult?

My husband and I were guardians for Angela for 13 years. Her mother would not let us adopt and was in prison most of Angela's wife. Angela is now 23 and has a child. My husband is dying and Angela wants us to adopt her legally before he dies and we desperately want to adopt her. Is it possible for us to adopt Angela without her biological mother's permission now that she is an adult. This is very, very important to us. Thank you.
