Do you know of an attorney in Los Angeles County who helps obtain pension via Gilmore rights?

You should consult your local bar association or any legal aid societies in your county. Any competent attorney should be able to file court documents to get you paid earlier via a gilmore election. I assume you are wanting to get paid from a retirement plan since the other party is now eligible for retirement but chooses not to.

For self represented individuals you can consult with the family law facilitator self help center at your local court house.
