Is This a Good Reason For Move Away Filing?

I have been divorced for 6 years due to domestic violence. and ex owes between $40,000 and $65,000 total of support arrears and my share in his pension fund. I have primary custody of our two daughters 11 and 14, and my ex has alternate weekend visitation, and four weeks in the summer. I want to return to my homestate of Louisiana to help care for my father (a 79 year old heart patient) I am his only daughter. I want my children to live with me there. What are the chances I can do this, should the matter go to a OSC hearing, if I don't have an offer of employment from a company in Louisiana? I'm also moving because I can't afford to live comfortably in Los Angeles any longer with the support I receive (He pays $405 total a month) supplementing my 30k a year job. Would my being temporarily between jobs, but living with my father while the kids attend school and I look for work, be a ''deal-maker'' or a ''deal-breaker'' How can I negotiate the finances with my ex so he is more likely to give his consent for them to move. There is an order in the divorce that I must obtain consent for the children to reside out of California, I want to respect the father and do this clean and right.
