My ex says he is willing to let them live with me if I write out something that says he is not responsible for child support medical dental . He says he wants no contact with the kids at all ...

Is that even legal

No. Custody and support cannot be modified without a court order. Depending on the custody order and respective income levels, it might be possible to get an order for zero support, but with sole physical custody transferred to you, it is highly unlikely the court would allow even an agreed order for zero support.
