Legal Question in Family Law in California
my husband has sole custody of his daughter but his name is not on her birth certificate which he would like to add. also, he would like to change her last name to his. the mother is not cooperating & refuses to sign. can we proceed without her signature?

It sounds like the legalities of the relationships have not been properly taken care of for some time. You cannot force a name change. You need to retain an attorney and get this cleared up in all respects.
