latches

What is the procedure for determining child support arrearages for child care, what code sections, and do latches apply?

Laches do not apply. I statute of limitations applies if the arrearages are very old. If they are less than 20 years old. If there is a substantial amount of child support due you should obtain an attorney, the court may order the other party to pay your fees for collection.
