how to make a dna test when alledged father in florida and child in california and what laws do we go by?

You have two options. First contact the department of child support services in the county in which you live, and open a child support case. The department of child support services will determine the proper state in which to file a petition to determine paternity. The second option is to retain an attorney for the same process. California may have jurisdiction if the child was conceived in California. If this is not the case then you would have to file in Florida.
