Can a mother take her two children and move to another state without the fathers permission? The couple is divorced and have joint custody.

Not unless she gets the court's permission first, or she wants to face contempt of court charges, and potentially parent kidnapping charges as well.

It would be very foolish of the mother to take the chilren to reside out of state without first having the court's permission or written permission of the father. The wife needs to file a motion in the court seeking a move away order and the father can contest the motion.
