Legal Question in Family Law in California

I'm a mother of two a now 15 year old and 12 year old that I haven't seen in 9 years. All this time they have lived with the grandparents which became their legal guardians. all this time I had been living four hours away and had been tough trying to keep intouch cause they moved a couple of times and also would change their phone number. i now moved back in town making it easier to locate them. QUESTION; Would I be able to ask for parenting time from a court and it be granted or is it just to late and the matter should just be left alone? What do you recommend I do? Or what approach should I take in the matter?
