If an ex spouse (who has been paying back child support payments through wage garnishments) gets married, does it affect his new spouse (have her wages/bank account deducted)?

The new spouse's earnings are community property that could possibly be attached to satisfy unpaid child support. The new spouse needs to put her earnings in a bank account that the obligor spouse does not have withdrawal rights to.
