Can a Vietnamese woman who lives in Vietnam but is married an American who lives in America get a divorce in America

Yes, she can get a divorce from the county where her American husband has resided or will reside for 6 months. In 1998, I represented a Vietnamese living in the US in his CA divorce, Alameda County, from his wife who was still living in Vietnam.
