what will happen to a person who falsely accused their spouse of domestic violence, had him/her arrested and now regrets it and wants to say the truth. This person had some old bruises from moving heavy boxes and blamed it on the spouse, the police then took pics and arrested the spouse.

Intentionally making a false report to the police is a crime. That person could be convicted and go to jail. The best thing that person can do is get a lawyer and do not answer any questions by the police.
