Re: Police negliges

The Federal Tort Claims Act is a United States law that applies only to the acts of the officers, agents and employees of the United States of America.

It does not apply to actions or omissions by officers or employees of the Canadian government.

You should seek legal counsel from a Canadian lawyer familiar with claims alleging police misconduct in the Canadian court system.
