CEQA & City Historic Inventory

Is it legal for a City's Historic Resources Board to remove multiple properties simultaneously from a city historic inventory without a case-by-case review? The Board's justification was based on the recommendation of the city's planner that since these properties were not covered by the City's Historic Context Statement, then removing them from the inventory (part of a certified LCP)was probably the most consistent with CEQA.
