Can a company be sued in court for false advertising if their website invites marketing submissions from individuals and/or companies and once the submission is sent, claim they do not accept unsolicited material?

If they are simply rejecting your submission, there is no harm to you. If you are saying they take what you send and misuse it, or misappropriate it without paying, then you could have a fraud claim of value. If that is the case, feel free to contact me for the legal help you'll need.
