In a contract that involves payment in exchange for action, do explicit payment terms have to be included in a contract or agreement for it to be valid or enforceable? If they are not included, then can the contract only be enforceable up to what is explicitly stated?

Your question is to vague to really answer reliably, but the general answer to the situation you outline is "no." Offer of payment in exchange for an action, acceptance of the offer, performance of the action will trigger a payment duty without more in most cases. Where time is not specified, the law implies a "reasonable" time. Not sure what other explicit payment terms you might be talking about.
