Legal Question in Civil Litigation in California

illegal arrest

i was wrongfully arrested at the place of bussiness i worked at. they seach the premises, and some workers were handed over to immigration.i myself and company owners were not on premisess, but the next morning under cover agents showed up to finish arresting everyone.i was taken in booked and had to post bail of a sum of 25,000 if i wanted to be released. i had half my family put the rest. my case was dismissed and i was not accused of any thing. all i have left is a bill that i cant afford, plus this matter is on my record. that can damage my finding a good job. cant i file a suit against the san diego police dept. or state of san diego??? who???
