Legal Question in Civil Litigation in California

My neighbor has a camera pointed directly into my back yard and another that faces directly in my front yard and driveway. He cannot use these angles to see any of his property. They are purely for wathcing us and our company. It is my understanding that cameras recording into a backyard is illegal. The back camera shines towards my kids bedrooms and where they play outside. I think he is watching my 12 year old daughter and my son. He grows marijuana illegally and calls the cops on me constantly with false allegations. What kinds of options do i have?
