Noisy Neighbor

My next-door neighbor hangs out in his garage every night with several other people, drunk and talking/laughing loudly as though it's the middle of the day. This typically goes on until around 2:30 a.m., sometimes later. This is right outside of our bedroom window, which is closed and double-paned, but we can still hear his conversations. I understand he works odd hours, but we've lost so much sleep. The problem used to be that of loud music, but now that has been substituted for loud conversation and drinking. We call the police on average twice a week, and nothing is ever done. We have moved into a spare bedroom just to get away from the noise, but can often still hear him. He has even sent us a threatening text-message before due to our involvement of the police, resulting in us filing a police report. If we ever tell him to keep it down, he or one of his friends will threaten us, telling us to ''come outside.'' I am at a loss as to how to proceed. The police don't seem to be making any difference whatsoever, and because this is no longer an issue of loud music, it appears we may be the only neighbors who can hear them, and thus, the only ones complaining. Please let me know if there's something we can do to stop this.

You can seek a restraining order. (I hope you kept the text messages; they will be very useful as evidence.) If the neighbors keep doing this despite a restraining order they can be arrested and jailed.
