Legal Question in Civil Litigation in California

I plan to sue in small claims court for property damage. If the judge does not agree with me, will I have to pay to the other side for, say, time lost to appear in court, or for consulting an attorney in preparation for the hearing, or anything else?

No. There are no costs recoverable for defending in small claims, and small claims actions cannot be the foundation for later malicious prosecution lawsuits.
