I received a notice from the cort that said
NTC TO RELATE TO BC399505 DENIE
what does this mean?

It means that something in case number BC399505 in that court happened. I would guess something was denied. You would have to look at the court's file to know anything more.

It means that someone filed a notice of related cases in your new case, claiming that your new case was related to BC399505. BC399505 settled and was dismissed almost two (2) years ago. The presiding judge evaluated the notice of related cases, and determined that they were not related.
