Can a State Employee Do This?

Can a state employee, in the course of state business, give a good faith report to the police about a person and post the report on the internet before the police investigate?

I think it would be dangerous to post about it on the internet before it has been proven to be true. The person could be sued for defamation if it turns out not to be true. However, you can make a report to the police about illegal activity to which you were a witness.
