what can I do if I told to the manager of an apartment that he have living on his 3 bedroom apartment a family of 9 kids and 4 adults and this manager don't do nothing,( regardless of the noise and damage to the complex)

You could contact the owner and tell him that because of the number of people it is disturbing the entire complex, but ask him to keep your identify secret from the manager because you do not want to get in trouble for going over his head. Contact the local housing department of your city and find out if there is a maximum occupancy limit that applies.

You can also sue the owner for breach of the implied covenant of quiet enjoyment.
