Towing on private property for expired registration

I parked in my PERMITTED spot in my apartment complex, the next morning I came out to find my car gone. I soon found out that my apartment manager had my car towed due to my registration being expired (my tags are paid for I just needed to send in a smog certificate). I spoke with a Sheriff who said what they did was illegal due to a new state law. Ive since read my lease agreement signed aprox one year ago stating that they will tow for the above reason. Do you know anything about this new law prohibiting removal of an unregistered vehicle on private property?
