Legal Question in Immigration Law in California

I am a US citizen. My fiancee needs to leave the country because her OPT (Optional Practical Training) expired. She has a travel visa (B-1) that won't expire in 5 years. Can she come back to the country with the travel visa, get married, stay in the US and apply for green card?
