Legal Question in Immigration Law in California

I am a US citizen living in San Francisco California and working in a tech company as a financial analyst. I would like to sponsor my sister for a Greencard.

She has a currently 10year tourist visa which will expire in 6 years and she came to US before. Is better if she comes to US and change her status or if she does it in Turkey via consulate? How long would it take her to get greencard if she does it in Turkey? How long if she applies in US after coming as a tourist?

You can sponsor your sister by filing an immigrant petition, but it will probably take between 10 and 12 years for the visa to be available in the f4 category: www.h1b1.com/sponsor.htm

The current visa bulletin shows that it is taking approximately 10-11 years to process green card applications for siblings of U.S. Citizens. Your sister will have to get her green card through the consulate in Turkey as she must have legal status in the U.S. before she can adjust her status (apply for a green card in the U.S.).
