Legal Question in Immigration Law in California

My family adopted my younger sister when she was 1 yr old. She had no documentation. She was supposedly born in a home in southern california. A birth certificate was generated for her and she has a valid SSN, however as she is now 19 yrs old, her invalid birth certificate is beginning to cause issues as a record of her birth cannot be located. What are her options as far as naturalizing or becoming a completely documented citizen?

When your younger sister was adopted she had to have the necessary documentation unless she did not go through a legal adoption with the courts. If she did not go through the courts then she was not legally adopted.

If she was born in the U.S. she is an American Citizen. I don't know what kind of birth certificate she has but if their is a question about it then she needs to go to the people who were present at her birth and get sworn statements to that fact.

She needs to bring all the info she has and sit down with an attorney to discuss the fact and learn what she can do.
