Legal Question in Immigration Law in California

Hi,

I'm trying to find a job, bu the employer was asking if I could pay the tax. If I have social security number and recipe of I-130, can I have a job and pay tax at this point?

No, you can't. Having a pending I-130 doesn't authorize you to work by itself. You have to be eligible to apply for adjustment of status and a work permit. If not eligible, can't work and can't stay in USA unless on some other long-term non-immigrant visa.
