Legal Question in Immigration Law in California

I-130 is being denied

I-130 is being denied without formal denial letter, reason for the denial was because my husband did not have proof that his previous marriage was terminated and also INS officer believed that his previous marriage was fraudulent. Now he has the divorce decree from his previous marriage. What should we do?
