Legal Question in Immigration Law in California

How can I legaly bring my girlfried into the US from mexico? I am a US Citizen and I met her in January 2007 here in california. In Dec. 2007 She left to mexico to visit her family and returned in Feb.2008. She was cought twice coming back but fortunately she made it on her third try.On June 2009 she once again left to mexico due to a family members death. We were planning on getting married but she had to leave. She came to the US for the first time in 2003 illegaly and was never cought. What are my options on bringing her back legally and getting married? She does not have a crimminal record what so ever.

Unfortunately, it seems that she can be permanently banned from the USA because of extended periods of unlawful presence in USA, followed by at least two departures and several attempted illegal entries when she was arrested by the CBP. It appears that she does have a criminal record of her numeroud arrests by the CBP and subsequent removal from USA.
