Can a person with Down syndrome who came on visitor Visa stay in America and apply for immigration?

A person must have eligibility for an underlying immigration benefit. Examples of this are being petitioned by a U.S. citizen spouse, parent, or child over 21, or an employer. A person cannot get a greencard just because they have a disability.
