Assuming he has committed a crime or has been arrested, it would be good to obtain a background check from any country in which he has lived. It is important to get both an FBI and Department of Justice check if applicable, in addition to any local court and/or criminal reports, if you want to be sure his record is clean.

If you are a US citizen, you can sponsor him for his permanent residency, which may take about 1 year to receive a decision on his green card. He will have to wait outside the US to obtain his green card, should it be granted.

Alternatively, he can try to apply for a visitor visa to the US (since he is a British and not German CITIZEN for purposes of visa waiver program) and then you can apply for his green card in the US. The process takes about 6 months.
