Can a stepfather of a US citizen get the green card? if so,

This stepfather got deported a few years ago, will that be a problem?.

It depends. For example, how old you were when a step-father married to your mother? etc.

If he was deported from USA: when and on what grounds? Of course, this is a big problem.
