Student Visa Practical Training and H 1B

1.An international student did is MS degree in USA but didn't apply for Optional Practical Training and then started another MS.He maintained full time status all the way.Can he go for the OPT before his 2nd MS completes.Does it depend on the school or on student's will.Both degrees are in Computer Science field.

Thank you for your posting.

The INS allows you to stay here on a student visa, and continue to stay here for another year for practical training after finishing studies. If you enter with a sponsor (a school), you are entitled to stay under the above guidelines. If you switch schools, you must get another petition filed with the INS, with the new school or program as the sponsor for the visa.
