How are poor or recent immigrant hanrdicapped in pursuing tort claims?

Not "handicapped" at all. They can pursue tort claims like any one else.

Thanks for your posting. Immigrants, legal or not, are not handicapped in pursuing tort claims. They have the right to sue for damages, regardless of their status.

As a practical matter, it might be more difficult to attend court appearances, or prepare a case, if you are out of the country, but your rights are unaffected.
