I bought a funeral program template online. Can I modify it and use it to create programs as a business venture. I am not selling templates only the output.

Sounds like something you can do, provided this was an outright purchase and not a license, and that the seller didn't include any restrictions in the specific terms of sale you accepted by purchasing the template.
