Is it considered copyright infringement or could one be sued for using the audio from a pre-existing video on Xtranormal.com in a song?

Yes, it is considered copyright infringement. Yes, you can be sued. It is called "sampling" and the federal courts will impose statutory damages against any one who doesn't get permission from the copyright holder to use preexisting works in a new work.
