Define exactly ''Notice of Reliance''

I am having a hard time getting an exact answer on -- ''Notice of Reliance''.

In order to present documents in a court case, I have read instructions

stating that certain documents may be presented by testimony or by a

''Notice of Reliance''.

Can someone please define what ''Notice of Reliance'' means?

Do I need a special form? Or is this just a heading?

I want to submit a document from a magazine and want to know how

I can use ''Notice of Reliance'' in lieu of having to get testimony.
