How do I appeal an ineligible for rehire working as a contractor with Bank of America. I want to have this status overturned.

You don't. That is something entirely within the discretion of any company or employer. You have no RIGHT to demand any such thing, or demand to be hired. You can 'talk' to them and see if you can persuade them to change their mind, if done politely, etc. Not likely to happen.

You would have to ask BofA HR whether there is any way to have the determination reconsidered. As Mr. Nelson notes, you have no right to anything. It is not a legal matter.
